Remember these simple rules:
1.) The ONLY way a visitor reaches an upsell is when their previous decision is a "yes."
2.) The ONLY way to reach a downsell is when their previous decision is a "no."
So In order for the visitor to see another offer after saying "no" to a downsell is to add another downsell after the last downsell in your funnel settings, not an upsell. This "downsell" can actually be an upsell offer, but it doesn't matter what you call it, it's all about setting up the funnel properly to route your visitors the way you want.
